On SWS survey results:DSWD says an opportunity to serve more

“The latest result of the survey conducted by the Social Weather Stations (SWS) indicating a rise in the number of Filipino households (4.8M) considering themselves poor poses more of an opportunity to serve the marginalized sector and has not dampened our commitment as implementer of  social protection programs.”

Thus, said DSWD Secretary Corazon ‘Dinky’ Soliman in her official statement to the recent SWS survey on self- rated poverty results.

In Region 1, at least 206,030 poor and vulnerable individuals and families got a share of the social protection programs of the Department of Social Welfare and Development in the first three months of 2012.

The Conditional Cash Transfer Program more popularly known as Pantawid Pamilyang Pilipino Program had been strategizing its conditions to make poor children healthy and keep them in-school. To date, 117, 306 poor households received ‘cash grants’ for their children 0-14 years old upon compliance to set conditions such as 85 percent attendance to school, Family Development Sessions, and pre and post natal check-up, among others.

As an exit strategy and to further sustain the gains of the Pantawid Pamilya in Set 1 and Set 2 areas, 1,322 Pantawid Pamilya beneficiaries were given capital assistance with a maximum of Php 10,000 each for livelihood projects as well as road jobs in partnership with DPWH.

Other core social protection programs implemented in the region continue to reach out the vulnerable sectors such as the victims of disasters, Day Care Children, and indigent senior citizens.

Social Pension Program assists poor, bedridden elderly

On its second year of implementation, the Social Pension Program has expanded to 13,748 reaching out more indigent senior citizens in far-flung areas like Sugpon, Ilocos Sur. In this town, some of the elderly are deprived of access to government services and suffering from sickness if not bedridden or living alone.

To some, the stipend is the only resource they have. ‘Kakaasiak nga agbi-biag, awan paggapuan iti kuwartak. ( I live a pitiable life, I have no other source of living and support), Lola Leticia Balalong, 82 years old, said in one of the home visits done by DSWD staff.

When not yet bedridden, she still climbs the upland farm, helps harvest rice, pulls out weeds and gets a sack of ‘palay’ as her wage. Living alone in her simple abode made it more difficult now that she is bedridden.

Thanks to her nearby neighbor and distant relative Leticia Balalong who takes care of her needs and helps her in personal necessities and routine activities.

Teary- eyed Lola Loling mentioned the things she spend with her Php 1,500 stipend she regularly receives such as medicine, milk, diaper, and food.

Likewise, bed-ridden senior citizen Quirino Quinio, 101 years old, in Barangay Banga, Sugpon, is also enjoying his stipend. As detailed by his wife Conchita, more sumptuous food in their meals were added like canned sardines, noodles and pork.

In the said town, there are 303 senior citizens where only 59 have accessed the Social Pension Program because of its eligibility requirements.

DSWD FO1 hires 6,096 youth for Govt. Internship Program (GIP)

 

SAN FERNANDO CITY - DSWD Field Office-1 fast tracked the hiring of out-of-school youth, undergraduates and unemployed graduates, ages 18-30 years old to work for the Expanded Government Internship Program (GIP). A total of 6,096 youth in Region 1 will have opportunity to participate in nation-building.

For a Php 246.00 stipend per day, the hired government interns will work for 52 days. They will be deployed to all the 3,265 barangays of the region, at the Field Office, centers and institutions of DSWD and registered NGOs.

According to Technical Assistance Division Chief Anniely J. Ferrer, each Local Social Welfare and Development Office in 9 cities, 112 municipalities will be given 3 government interns, while the 4 provincial offices will have 10.

These interns will perform various tasks in the core social protection programs of DSWD such as Pantawid Pamilya, Social Pension Program, Supplementary Feeding Program, Cash for Work for Small Scale Farmers and Fisherfolks and Internally Displaced Persons and Day Care Service in partnership with the Local Government Units.

DSWD binds partnership with LGUs through MOA for Set 4D and Set 5 Pantawid Pamilya

 

To formalize partnership with the Local Government Units (LGU) for the effective and efficient implementation of the Pantawid Pamilyang Pilipino Program in the Sets 4D and 5 expansion areas, the DSWD held a Ceremonial Memorandum of Agreement (MOA) signing at the Oasis Country Resort Hotel, City of San Fernando, La Union on April 25, 2012.

Mayors, Governors/Congressmen representatives, partner- Civil Society Organization (CSO) and other local officials were among those who elicit their support for the program. Representatives from the Department of Health (DOH) and the Department of Interior and Local Government (DILG) were also present.

The activity was graced by DSWD Assistant Secretary Florita Villar representing DSWD Secretary Corazon Juliano Soliman who is outside the country attending an international conference.

In her message, ASec. Villar emphasized the need for partnership with the LGUs in order to help the poor and promote the rights of the children. Further she also highlighted the selection of areas and the used data in identifying qualified beneficiaries.

A total of 82,386 Set 5 beneficiaries add up to the existing 34,930 Sets 1 – 4 claim holders making 117, 306 registered household beneficiaries for the whole region.

DSWD – RAC assess Pantawid Pamilya impact in Bolinao

 

To initially assess the impact of the program and identify concerns needing action for better program implementation, DSWD – FO1 together with its Regional Advisory Committee (RAC) members, recently conducted an on-site monitoring in Bolinao, Pangasinan.

School and health facilities were visited along with beneficiaries, parent leaders and partner-implementers who were also interviewed using a questionnaire drafted for its purpose.

Findings revealed that some parents refuse to sign the waiver that signifies their approval for their children to take deworming pills. This hindered the achievement of 100% dewormed students thus decreased the cash grants received in the area.

On health, it was found out that midwife-respondents were very knowledgeable about the program apart for the selection process. It was emphasized that not all children were provided with deworming pills.

On the other hand, beneficiaries were very conversant on the program particularly on the conditionalities. However, some were non –compliant due to the children’s health condition and distance of the household to the education facility.

Meanwhile, Municipal and LGU Links were well versed on their case loads, on the program and their data quality were very substantial.
